Founded in 2006, PCM Strescon Overseas Ventures Ltd. (PSOVL)

PCM Strescon Overseas Ventures Ltd. (PSOVL) has emerged as a trusted global leader in pre-stressed heavy-haul concrete sleeper technology and railway track infrastructure solutions, delivering excellence across the Middle East, India, and beyond.

With world-class manufacturing facilities in Saudi Arabia and the United Arab Emirates, PSOVL integrates cutting-edge German technology, a highly skilled workforce, and rigorous international quality standards to design and deliver innovative, durable, and sustainable railway infrastructure systems.

Our expertise spans end-to-end railway solutions—from sleeper design and production to turnout bearers, ballastless track systems, and slab track technology for metro and high-speed rail projects. Milestones & Achievements

Saudi Arabia
North–South Railway Project
  • Designed, manufactured, and supplied 2.57 million sleepers for the prestigious North–South Railway Project (CTW 100/300/400).
United Arab Emirates (Abu Dhabi)
Etihad Rail Stages 1–4
  • Designed and constructed a modern sleeper plant and supplied sleepers and turnout bearers for Etihad Rail Stages 1–4, covering 960 km across the Emirates.
  • Delivered ballastless track systems for Etihad Rail’s tunnel works, pioneering next-generation rail infrastructure in the region.
India
Mumbai–Ahmedabad Bullet Train & Metro
  • In joint venture with RAIL.ONE GmbH, Germany, established a state-of-the-art slab track precasting facility at KIM, Gujarat, for India’s first High-Speed Rail (HSR) project.
  • Executed large-scale ballastless metro track systems across India, including the Delhi Metro Phase III Project.
International Expansion
Bangladesh, Africa, Southeast Asia
  • Expanded internationally with projects in Bangladesh, Africa, and Southeast Asia, strengthening PCM’s role as a global infrastructure partner.

The Beginning

1970s–1990s
Growth & Diversification

Global Expansion
  • Established PCM Strescon Overseas Ventures Ltd. (PSOVL) to lead international projects in railway infrastructure.

  • Through PCM Cement Concrete Pvt. Ltd., acquired RAIL.ONE GmbH, Germany, a 118-year-old global leader in sleeper systems and slab track technology.
